Prototype framing

The first pass uses weighted civic variables, visible score pressure, and explicit layer thresholds. It keeps the structure practical and incremental while making the portal feel closer to an actual governance interface. Use it as a readable prototype of evaluation logic, not as a literal backend implementation.

VMSS is not sustained by ideology alone. It operates through a constitutional charter, AI-assisted policy design, automated enforcement, and an economy structured around abundance, consequence, and long-term civilizational stability. Systems exist to answer the practical question every reader eventually asks: how does this civilization actually function?

Governance

VMSS is governed by a foundational charter developed with AI-assisted modeling and simulation-based policy validation. The Chief Architect established the original framework and retains veto authority over changes that contradict its core principles. The charter evolves through supermajority amendment when improvements are demonstrated through simulation and real-world performance. The founding core — moral causality, pre-intervention in Sanctuary, post-intervention in Main, continuity not innocence — is load-bearing rather than cemented: no textual rule forbids reaching it, but any amendment that would modify it must clear the full Article XI gauntlet, and the populations qualified to ratify at that gauntlet were qualified precisely because they live under the core.

Leadership is performance-based. A superior candidate can replace an incumbent by outperforming them on the relevant criteria. Leaders remain fully subject to the same laws as everyone else — violation results in immediate loss of position. Succession is determined by alignment with the original framework and demonstrated capability, not election.

  • AI governance as physics: AI governance operates as environmental physics, not institutional judgment. The implant ledger records what happened. Consequence follows action the way gravity follows a jump — not as a decision made about you, but as an outcome produced by what you did. There is no tribunal weighing your case. There is no appeals process disputing the fall. The system does not guess — it knows. Wrongful conviction is not a category because the mechanism that produces consequence cannot be wrong about what occurred. Contestation under STI Sections 5.7 and 5.8 adjusts how the record is contextualized, not whether the event happened. The event happened. The consequence is physics.

Economy

The VMSS economy is built on automation, abundance, and a carefully designed set of layer-proportional economic mechanisms. Universal Basic Income is not charity — it is the civilizational dividend of an automated economy where labor is no longer the primary driver of survival. What you do with your time above survival is entirely yours.

Universal Basic Income by Layer

UBI scales proportionally with the institutional benefits each layer receives. Citizens in layers receiving full civilizational services receive the full baseline. Citizens in layers where the institution has withdrawn receive a reduced baseline commensurate with reduced services — the halving structure creates material incentive for compliance without removing dignity from any resident:

  • +1 Sanctuary & Main Layer (0): $10,000/month — full institutional coverage, full civilizational services
  • -1 Noncompliance: $5,000/month — partial institutional presence
  • -2 Violent Offense: $2,500/month — reduced institutional presence
  • -3 Terminal: $1,250/month — no institutional intervention, minimal services

No layer permits starvation. All figures indexed to 2025 Earth values.

Primary Job Subsidy — The Time Dividend

The Primary Job Subsidy — matching UBI at each layer level — is available to citizens holding one qualifying job of 20 or more hours per week. Its primary purpose is not income. It is time. Twenty qualifying hours unlock the full subsidy, leaving the remainder of the week for the citizen's own purposes. A resident working a qualifying infrastructure role 20 hours per week in Main Layer collects $10,000 in subsidy on top of their $10,000 UBI — while retaining significant weekly hours for creative work, family, building a side enterprise, or anything else.

There is no minimum wage in VMSS — employers set market wages freely for the qualifying 20 hours. Without a premium mechanism, employers could demand 40, 60, or 80-hour weeks at any market wage, effectively nullifying the time dividend the civilization is designed to preserve. The Overtime Premium Protocol closes that gap. Every qualifying hour worked beyond 20 per week requires the employer to pay the layer's primary subsidy rate indexed by the hour — out of pocket, not government-funded. The hourly premium rate per overtime hour: $125/hr in Main Layer and Sanctuary, $62.50/hr in -1, $31.25/hr in -2, $15.63/hr in -3. A Main Layer employer requesting 30 qualifying hours owes $1,250 in overtime premium on top of the agreed base wage. Workers benefit from the premium; employers bear the cost. This creates a genuine cost-benefit threshold every employer must cross before requesting additional hours — considerably stronger than real-world time-and-a-half regimes, which apply only above a minimum wage floor. The civilization has no objection to employers paying it. It simply ensures that every hour beyond the time dividend carries a premium the employer must genuinely justify.

Qualifying work is defined by contribution to critical infrastructure — systems the civilization requires to function. The subsidy steers labor toward necessary roles without restricting the rest of the economy. Non-qualifying work is not stigmatized:

  • Qualifying jobs — critical infrastructure, socially necessary systems, subsidy applies, time dividend unlocked
  • Non-qualifying but legal jobs — market-rewarded, no subsidy, no restriction, no moral judgment. A citizen earning millions as a performer, artist, or entrepreneur has no need of the subsidy and was never the intended recipient
  • Grey area work — legal, market-rewarded, subsidy does not apply, fully permitted

Qualifying thresholds scale with layer institutional intensity. Upper layers apply stricter definitions. Lower layers apply looser definitions reflecting reduced institutional overhead and the privatized character of those economies.

Tiered Taxation by Layer

The VMSS economic structure follows a deliberate sociopolitical gradient. Upper layers (+1 Sanctuary and Main Layer) operate as highly socialized post-scarcity environments — heavy progressive taxation funds the full institutional apparatus. The middle layers (-1 and -2) are hybrid economies where private enterprise coexists with partial institutional presence. The terminal layer (-3) is a capitalist frontier economy operating without VMSS institutional oversight. This gradient is intentional design, not incidental — the economic character of each layer matches its demographic and institutional reality.

Progressive taxation applies across all layers, scaled proportionally to institutional benefit received. The cascade halves at each layer descent, reflecting the halving of institutional presence:

  • +1 Sanctuary & Main Layer: 70% top marginal rate on earned income exceeding $10 million annually
  • -1 Noncompliance: 35% top marginal rate on earned income exceeding $10 million annually
  • -2 Violent Offense: 17% top marginal rate on earned income exceeding $10 million annually
  • -3 Terminal: 8% top marginal rate on earned income exceeding $10 million annually

Universal Basic Income and Primary Job Subsidy (PJS) payments are untaxed in every layer, unconditionally and without exception. These are civilizational dividends — not income. Taxation applies to earned income above UBI and PJS: capital gains, business revenue, private enterprise profits, and high-income employment. The Savings Circulation Mandate (SCM) operates as the primary instrument against wealth concentration, replacing the need for confiscatory top-bracket rates. The tax collects revenue for the state. The SCM prevents hoarding. Two instruments, two functions.

The 70% upper-bracket rate permits a genuine elite wealth market in Sanctuary and Main Layer. High earners retain enough after-tax income to sustain luxury consumption — property, vehicles, patronage, entertainment, visible markers of economic success. Yachts, private jets, mansions — these exist and are culturally visible. The aspirational economy creates demand, employment, and cultural texture that confiscatory rates would destroy. The SCM ensures this wealth circulates rather than compounds into dynastic concentration. A high earner grossing $200M annually keeps $60M — enough for an elite lifestyle, not enough to build an empire. The elite market is real. Dynastic hoarding is structurally impossible. In -3 Terminal, the 8% rate combined with no regulatory overhead, legal equity markets, and full market capitalism makes significant wealth accumulation common — the layer's economic character is closer to Earth's most aggressive capitalist economies, but with a UBI floor that Earth lacks. The gradient is deliberate: upper layers prioritize collective infrastructure over private accumulation; lower layers permit the full range of capitalist outcomes the institution has chosen not to regulate.

Currency Siloing

+1 Sanctuary and Main Layer share a common currency. -1, -2, and -3 each maintain separate currencies. Upward conversion is prohibited without exception. Downward conversion is permitted only through authorized downward channels. VMSS currency is also inconvertible externally — it does not circulate outside the civilization's borders. International trade is goods-based.

This is intentional architecture. The upper layer economy funds the highly socialized systems the civilization depends on. Permitting open conversion would enable arbitrage that destabilizes those funding mechanisms. Visitors and elective residents may transfer a portion of their assets using the downward transfer retention schedule (1-10%), converted at destination-layer purchasing power following the purchasing power gradient (-1 at 2x, -2 at 4x, -3 at 8x). A citizen who transfers nothing arrives economically neutral and must earn local currency through work.

Central Banking Authority

VMSS maintains a central bank as the sole issuing authority for all layer currencies. The central bank manages currency creation, controls monetary supply across the five siloed economies, and executes the settlement process when citizens cross layer boundaries. When a voluntary permanent resident liquidates upper-layer assets, the central bank retires the origin currency and issues destination-layer currency at the applicable conversion schedule — no private institution or market mechanism handles cross-layer monetary exchange. This is the only genuinely new institution VMSS introduces that has no direct Earth analog: a single monetary authority governing five non-convertible currencies within one civilization.

Asset Treatment on Layer Movement

Involuntary descent triggers full asset liquidation at market value. 100% of proceeds transfer to the Automation Dividend Treasury. Voluntary permanent residency triggers progressive liquidation — citizens retain between 1% and 10% of liquidated assets depending on net worth, preserving the viability of the choice while capturing value for the treasury. Elective residency and downward visitation trigger no liquidation — origin-layer assets remain untouched. Full schedule in Article III.V of the Charter.

Savings Circulation Mandate

A savings circulation mandate applies across all layers, scaled to the institutional presence VMSS maintains in each. The mechanism prevents idle capital from degrading economic velocity in upper layers and prevents VMSS-distributed funds from being hoarded indefinitely in lower layers. Population denominators for all garnishing triggers are calculated by registered home address as recorded on each citizen's implant ledger — physical location at any given time does not affect layer assignment for this purpose.

+1 Sanctuary — 10% monthly, $100 billion district aggregate trigger (90-day rolling average): Activation is determined by a 90-day rolling average of total district savings — not a single-day snapshot. When the rolling average across a district of approximately one million residents reaches $100 billion, a district-wide 10% monthly garnishing activates uniformly — no floor, no exemptions. There is no personal threshold: a citizen holding $10,000 is garnished in the same cycle as a citizen holding $10 million. The rolling window prevents coordinated capital movement from gaming activation timing. Self-correcting by design: at $10,000/month UBI, equilibrium stabilizes naturally. Citizens below equilibrium accumulate; citizens above it deflate. Whales holding millions lose hundreds of thousands monthly unless capital is deployed into productive activity. Stock speculation excluded as a complementary loophole closure.

Main Layer (0) — 10% monthly, $100 billion district aggregate trigger: Same mechanism as Sanctuary, evaluated independently per Main Layer district. At the same $10,000/month UBI, the equilibrium point and corrective logic are identical. Each layer's districts are assessed separately — no cross-layer aggregation.

-1 Noncompliance — 5% monthly, $50 billion district aggregate trigger: Half the rate, proportional threshold per district of approximately one million residents. At $5,000/month UBI, equilibrium scales accordingly. Same corrective logic, same district-level evaluation.

-2 and -3 — 5% monthly on UBI-origin savings only: VMSS does not reach into private economic gains in lower layers. The mandate applies only to savings attributable to VMSS-distributed funds — UBI and Primary Job Subsidy. Triggers: $25 billion district aggregate in -2, $10 billion district aggregate in -3, per approximately one million residents. Attribution uses a 24-month rolling pro-rata window: if total savings are less than or equal to 24 months of UBI receipts, the full balance is subject; if savings exceed that window, only the UBI-equivalent portion is subject. Implant-agnostic by design — many -2 and -3 residents will have removed or disabled their implants. A private bank statement is sufficient to calculate the obligation.

All garnished funds across all layers return to the Automation Dividend Treasury and redistribute as UBI. The circulation loop closes: idle capital becomes everyone's civilizational dividend. Every cycle is self-terminating — it deactivates when the relevant aggregate drops below threshold.

Terminal Realm Economic Autonomy

The -3 Terminal layer operates outside ordinary VMSS economic oversight. No speculative market exclusions and no VMSS-administered oversight of private economic activity. The Savings Circulation Mandate applies only to UBI-origin savings at the $10 billion district aggregate trigger — VMSS does not reach into private gains. A base tax rate funds the -3 treasury (partitioned from the Meritboard's economics division) supporting minimal federal infrastructure. Beyond this floor, the economic environment is organic — whatever institutions, markets, and norms the population develops independently.

Traditional market mechanisms operate freely in the terminal realm: equity markets, commodity trading, speculative instruments, private banking, private lending, private contract enforcement. Earth-analogous capitalism is the natural economic expression of a layer where VMSS has withdrawn its institutional hand. The Freedom Layer in the fullest economic sense.

Currency siloing ensures this autonomy doesn't destabilize upper layer economics. Wealth accumulated through terminal realm markets cannot be converted upward. The terminal realm gets Earth-like capitalism. The upper layers get post-scarcity institutionalism. The wall between them is economic as much as physical.

  • Primary job subsidy as time dividend: 20 qualifying hours buys the rest of the week. The civilization needs critical infrastructure staffed — the subsidy is the mechanism that makes that happen without coercion.

  • Currency siloing: each lower layer's economy is self-contained. Wealth cannot be arbitraged across layer boundaries in either direction.

  • Speculative market exclusion: stock speculation and equity markets are unavailable in +1 Sanctuary and Main Layer. The upper layer economy is post-scarcity and institutionalized — speculative instruments serve no productive function and would function as garnishing loopholes.
  • Terminal realm economic autonomy: -3 Terminal operates Earth-like capitalism — equity markets, commodity trading, speculation, private banking. No VMSS circulation oversight. Currency siloing prevents this from destabilising upper layer economics.
  • Maximum anti-loophole enforcement: money laundering and tax evasion are treated as system sabotage in the layers where enforcement is present to address it.
  • Property ownership caps: one primary and one vacation residence per citizen in upper layers.
  • Prestige still matters: citizens strive for influence, innovation, beauty, fitness, intelligence, wealth, and SAD access. The baseline removes desperation — it does not remove drive.

Population Sustainability

VMSS enforces population sustainability through economic consequence rather than prohibition. Article XXVII of the Charter establishes a compounding replenishment tax on households that exceed the replacement threshold. The mechanism is calibrated to make large families economically self-correcting without criminalizing reproduction itself.

  • Replenishment target: 2.5 children per family. The first two carry no additional tax burden. The third child triggers the replenishment tax.
  • Compounding escalation: a 50% compounding tax increase per child beyond the second. A baseline 40% aggregate effective tax rate rises to 60% at the third child, 90% at the fourth, and 135% at the fifth — mathematically unsurvivable.
  • Child-five death spiral: at 135% effective taxation, total tax liability exceeds gross income. The household doesn't descend by punishment — it descends by arithmetic.
  • Child-six nuclear consequence: immediate bankruptcy, full STI financial misconduct flag, complete asset liquidation, and -1 reassignment for both parents without a repayment window.
  • Children held harmless: the tax burden falls on the parents, never the children. Children retain full UBI, full legal advocacy, full standing right to relocate to Main Layer autoparenting. The system penalises the reproductive decision, not the people produced by it.

The replenishment tax is the economic expression of a civilizational constraint: a post-scarcity society that guarantees UBI, housing, and institutional support to every citizen cannot permit unlimited population growth without degrading the quality of those guarantees. The tax makes this trade-off legible and self-enforcing. Full mechanism in Article XXVII.

Energy Infrastructure

The VMSS electrical grid is powered by renewable energy. Solar, wind, and water systems form the active energy backbone of the civilization, with orbital and terrestrial solar arrays supplying the majority of total grid input through large-scale energy beaming infrastructure. The long-term objective is to expand beyond planetary renewables into Dyson-class energy systems, allowing VMSS to scale toward civilizational energy abundance rather than permanent scarcity.

  • Solar as primary source: large-scale solar arrays provide the majority of power generation.
  • Wind and water support: diversified renewable systems stabilize the grid and reduce single-point dependence.
  • Beamed energy integration: power is transmitted directly into the civilization’s grid architecture at scale.
  • Dyson sphere trajectory: long-term energy planning is oriented toward megastructure-level capture of stellar output.

Rights, Transparency, and Citizenship

Government is not allowed to overreach beyond the rights established in the charter. Citizens retain protected freedoms, and AI systems are expected to remain within those bounds. Public-benefit information is transparent by default. Enforcement logs, policy rationale, and system-level outcomes are visible when transparency strengthens trust and accountability. Some information remains classified for traditional security reasons.

Anyone may join VMSS. There is no population cap. The main gatekeeping mechanism is not membership scarcity but behavioral sorting. New citizens are assigned along the layer gradient according to their existing criminal history and demonstrated risk level.

Neural implants are voluntary in the narrow technical sense, but refusing them comes with real consequences. Citizens who reject implants lose important privileges, and that refusal is visible on the public Social Trust Index ledger. Since implants provide warnings, overrides, and safety infrastructure, refusal is strongly stigmatized. Critically, removing an implant does not erase identity or record — AR surveillance infrastructure operated by drone patrols, security cameras, other citizens' implants, and government-grade cameras capable of biometric and DNA resolution makes identity non-repudiable regardless of hardware status.

The implant ledger carries two distinct tracks. The STI logs social trust violations — honesty in disputes, contract reliability, relational breaches — and gates access to SADs and high-trust environments. It does not directly trigger physical enforcement. The STI operates on a 10:1 penalty-to-recovery ratio: trust is approximately ten times harder to rebuild than it is to lose, and sustained low-level violations compound under this ratio without recovering between incidents — making boundary-riding a losing strategy. The criminal record log carries hard flags from qualifying behavioral breaches: layer reassignment history, violent offense records, capital crime convictions. Both tracks travel with every citizen across layer boundaries. Private institutions in lower layers — security operators, landlords, community gatekeepers — read both when making access decisions. VMSS administers neither in -3, but the information is present and actionable.

Citizens in Main Layer and above may leave VMSS freely. Citizens in lower layers may not. Otherwise, departure would function as an escape hatch from consequence and undermine the integrity of the system.

Children born in lower layers remain with their parents. The right to relocate to Main Layer (0) is a standing human right exercisable at any age, enforceable through the implant-linked legal mediation system without requiring parental consent. Every child has access to an independent AI legal advocate from birth. VMSS society does not treat children as parental property — the parent's continued relationship with their child is earned through the quality of that relationship, not through legal authority.

Critical Infrastructure Security

The datacenters that power AI systems and store ledger information are treated as critical civilizational infrastructure. Their protection combines automated security with hardened analog fallback systems. VMSS does not assume that purely digital defenses are sufficient for long-duration stability. Purely digital systems are vulnerable to systemic failure, so analog redundancy remains part of the design.

  • AI and ledger protection: core datacenters are heavily secured because they support governance, enforcement, and continuity records.
  • Automated security layers: surveillance, detection, access control, and autonomous response systems operate continuously.
  • Analog fallback security: human guards remain part of the security architecture to preserve resilience in degraded conditions.
  • EMP-resistant capability: analog security systems and associated equipment are designed to remain functional even during electromagnetic disruption.

Enforcement & Restoration Protocol

The enforcement and restoration system is the backbone of moral causality in The Five Rings. It is divided into two primary modes depending on the layer: Pre-Intervention in Heaven Layers (+1 and SADs) and Post-Intervention in Main Layer (0) and the lower layers (-1, -2). -3 Terminal operates with minimal institutional presence — no daily enforcement or restoration.

Pre-Intervention (Heaven Layers Only)

In +1 Sanctuary and all Selective Ascension Domains, the Threshold Inhibition Protocol (TIP) halts harmful acts before completion. Implants monitor neural patterns and motor intent continuously. When intent plus imminent execution is detected, targeted motor inhibition and ambient drone countermeasures trigger instantly. The act does not complete. The perpetrator is reassigned downward. The victim receives optional neural therapy.

Post-Intervention (Main Layer & Lower Layers -1/-2)

In Main Layer and the lower layers, acts may complete if the perpetrator overrides implant warnings. Murder victims are revived in backup vessels at full fidelity with a small layer-dependent probability of revival failure. Non-lethal harm victims receive immediate automated therapy and physical restoration. Perpetrators face immediate layer reassignment based on severity.

Example Scenarios

  • Main Layer Murder Attempt: Act completes → victim revived in Main medical bay → perpetrator to -3.
  • -1 Assault: Act completes → victim treated → perpetrator to -2 or -3 if escalation warrants it.
  • Heaven Attempt: Act halted mid-motion → perpetrator to -3 → no harm occurs.

How a Threshold Breach Resolves

A Main Layer resident commits assault in a commercial district. Here is what happens, in sequence:

  1. Detection: The resident's implant logs the escalation from intent to motor execution. AR telemetry in the district corroborates. Warning signals fire — the resident overrides them.
  2. The act completes. Post-intervention applies in Main Layer. The system does not prevent — it responds.
  3. Victim response: Medical drones arrive within seconds. Injuries are stabilized on-site. The victim is transported to an institutional hospital for full restoration. If fatal, the victim's backup vessel is activated and revival begins.

  6. Arrival: The resident enters -2 as a new arrival in a functioning society — private enterprise, organized districts, local justice systems. The consequence is the environment, not confinement within it.

Total elapsed time from act to reassignment: minutes, not months. No courtroom, no plea bargain, no parole hearing. The system measured, acted, and moved on. This is not an omission — it is the architecture. Consequence delivery is categorical: the same offense produces the same classification regardless of district, circumstance, or judicial sympathy. The Supreme Court intervenes only when existing doctrine produces no clear answer — genuine constitutional novelty, not routine consequence arbitration.

The Main→-1 Threshold

The boundary between Main Layer and -1 is categorical, not a continuum. Minor infractions are handled within Main Layer through STI impact, fines, and social consequence — they are clearable and amendable. The threshold into -1 requires either a single qualifying event of sufficient severity (conduct that would result in incarceration — a DUI, an assault, meaningful fraud) or an unremediable pattern of accumulation without correction. Correction resets the trajectory.

Phasing vs Reassignment

The civilization operates two distinct mobility mechanisms. Phasing governs movement between Main Layer (0) and +1 Sanctuary. It is STI-driven, reversible, and earned through demonstrated character. A Sanctuary resident whose STI falls below the 85-point eligibility floor or who commits a high-impact trust violation phases back to Main Layer. Sanctuary is the highest-upkeep residency in the civilization — the pathway between 0 and +1 remains open in both directions, but staying requires continuously meeting the standard. Reassignment governs descent into -1, -2, and -3. It is triggered by qualifying behavioral breaches, is immediate, and is permanent. Reassignment seals the ceiling, not the floor.

Edge Cases

  • Failsafe Disabled: User opts out → act completes → post-intervention triggers.
  • Multiple Perpetrators: All involved face reassignment based on intent and execution level.
  • Victim Refuses Revival: Rare, but continuity choice is respected.
  • Visitor Breach: Triggers standard severity-based reassignment. The layer visited does not determine the consequence — the offense does. A Sanctuary resident committing a -1-level offense while visiting -2 is reassigned to -1, not locked in -2. Visiting status does not insulate a citizen from reassignment, but it does not inflate the consequence either.

Error Handling and Emergency Protocol

VMSS assumes that even advanced systems can fail. When errors occur, they are admitted, logged, and preserved in the database as institutional knowledge. Failures are not hidden; they are studied. Over time, they become part of the civilization’s textbooks and training material so the next generation learns from them directly.

Emergency protocols exist for catastrophic failure or system instability, though specific operational details remain restricted for security reasons.

Individual Attribution

VMSS does not recognize corporate personhood. It does not need to. The implant ledger attributes every decision to the individual who made it. When a corporation causes harm — ecological destruction, mass exploitation, systemic fraud — the system does not evaluate the entity. It evaluates every person within the decision chain. The executive who directed the strategy, the manager who set quotas, the contractor who executed the operation: each has their own ledger, each carries their own record. AI pattern detection correlates individually innocuous acts across multiple ledgers to identify coordinated harm that no single actor's record would reveal. Plausible deniability collapses when the implant recorded what each person knew, when they knew it, and what decisions they made with that knowledge. Leadership descent triggers standard asset liquidation — the corporate structure loses its upper-layer economic position when its decision-makers lose theirs.

AI Governance & Ecological Central Planning

Real-time AI ecological monitoring with regulatory teeth is a form of centralized planning. The doctrine is honest about this. The AI governance system monitors population dynamics, genetic diversity, resource extraction, and environmental trends across all layers continuously. When it detects a systemic threat — overexploitation patterns, genetic bottlenecks, ecological cascade risks — it flags the pattern and triggers regulatory or federal response. The planning is centralized. The consent is distributed: the Meritboard evaluates, Article XXVIII channels citizen petitions through expert panels, 80% population ratification enacts binding law, and the Supreme Court retains constitutional review authority. The AI does not unilaterally restrict. It recommends, and the democratic-consent layer decides. This is not anti-paternalistic governance in the pure sense — it is ecological stewardship governed by institutional consent rather than executive authority. The civilization chose this trade-off deliberately: the cost of ecological central planning is measured in regulatory friction; the cost of ecological laissez-faire is measured in extinctions.

Federal Law

VMSS withdraws institutional governance from lower layers. It does not surrender civilizational sovereignty. Certain laws apply across all five rings without exception — their violation produces externalities that cross layer boundaries or threaten the architecture of the civilization itself. The Freedom Layer's maximum personal autonomy does not extend to actions whose consequences fall on all five rings simultaneously.

Clean Energy Mandate

Industrial-scale pollution is prohibited across all layers. The threshold is externality, not technology — the mega-walls separate populations, not weather systems. Personal combustion is permitted where the operator neutralizes their own emissions and does not exceed capture capacity. Industrial operations that cannot meet this standard are prohibited regardless of layer placement.

Nuclear Weapons Prohibition

Absolute prohibition across all layers. No jurisdictional exception. Manufacture, assembly, or possession of nuclear weapons or equivalent civilizational-scale destructive capability triggers immediate reassignment to -3 Terminal. Continued pursuit within -3 is handled by private justice — the civilian population has direct incentive to respond harshly to threats against the infrastructure all five layers inhabit.

Implant & Institutional Hacking

Development or deployment of techniques capable of compromising technoneural implants or VMSS institutional systems is strictly prohibited across all layers. The implant ledger is load-bearing civilizational infrastructure. Violation triggers immediate reassignment to -3 Terminal. Continued conduct within -3 is handled by private justice without VMSS intervention.

Genetic Diversity Monitoring

Genetic diversity monitoring is standard federal ecological infrastructure across all layers. The AI governance system tracks biodiversity at the genetic level — not just population counts — for all species within VMSS territory. Population-count monitoring alone misses genetic bottlenecks that can drive silent extinctions over decades. When genetic diversity metrics cross critical thresholds, the system flags the pattern and triggers regulatory response through Article XXVIII or federal intervention through Article XXV. This mandate applies in -3 Terminal under the same logic as the clean energy mandate: ecological externalities cross layer boundaries regardless of institutional withdrawal.

Enforcement Escalation Ladder

Violations of federal law in lower layers follow a two-track system:

Law Enforcement Track

For regulatory violations such as clean energy breaches. Local private enforcement handles compliance first. If overwhelmed, enforcement resources from the next layer up are called in under mutual aid protocol — -2 supporting -3, -1 supporting -2, Main Layer supporting -1, escalating to +1 Sanctuary for maximum resources. Graduated and proportional. Upper layer enforcement enters, resolves the violation, and withdraws. This is civilizational maintenance, not occupation.

National Defense Track

For large-scale organized threats to civilizational sovereignty — armed insurrections, coordinated attacks on boundary infrastructure, or any threat exceeding law enforcement capacity. This track does not follow the graduated ladder. Main Layer and +1 Sanctuary deploy national armed forces with full military capability. The response is overwhelming by design. Post-neutralization, forces withdraw and the layer reverts to its standard character. VMSS has no interest in governing -3 day-to-day — it has every interest in preventing any actor from accumulating the capability to threaten the other four layers.

Military Capability

Two instruments are publicly acknowledged: the implant kill switch (hardware-level, instantaneous, any scale) and nanobot neutralization plumes (for non-implanted threats). Both operate on the national defense track exclusively. Removing an implant to evade the kill switch places the actor in the nanobot instrument's operational envelope instead. Systems are the difference between a philosophy and a civilization. In VMSS, freedom is broad, consequence is real, and the structure holding both together is designed for civilizational longevity.
