Preamble
We establish The Five Rings Civilization as a voluntary society governed by moral causality. Harm is structurally mitigated or segregated. Abundance is the birthright of compliance. Technology liberates the self while preserving the innocent. Every citizen begins with full dignity; consequences follow choices without mercy or malice.
Article I – The Five Layers
Society is organized into five rings based on how you behave. The top ring (+1 Sanctuary) stops harmful acts before they happen. The middle ring (Main Layer) lets you act freely but responds afterward. The lower rings (-1, -2, -3) have progressively less institutional presence. In -3 Terminal, death is permanent and daily governance is withdrawn entirely.
Article II – Social Trust Index (STI)
A behavioral reliability score that tracks how trustworthy you are — separate from criminal law. Minor violations stay private. Major ones go public. Your thoughts are never monitored — only your actions affect the score. Rebuilding trust after a violation takes roughly ten times as long as losing it.
Article III – Economy
Everyone receives a monthly income (UBI) — no exceptions, no layer permits starvation. Working 20 hours a week at a qualifying job unlocks a matching subsidy that doubles your income. Taxes are progressive and scale with how much institutional support your layer provides. Each lower layer has its own currency that can't be converted upward or downward. If you descend, your assets are liquidated. A savings circulation mechanism prevents extreme wealth hoarding by recycling idle savings back into UBI. Full economic details on the Systems page.
Article IV – Technology
A neural implant serves as your identity anchor, behavioral record, and safety system. Backup vessels let you be revived after death — full fidelity in upper layers, with declining reliability in lower ones. In -3 Terminal, the backup link is severed permanently. Death there is final. Neural diving lets you experience another person's perspective directly. Biological augmentation extends lifespans to 200–300 years.
Article V – Rights
Free speech is protected unless it crosses a harm threshold. All body modifications are permitted. Consensual adult sex work is legal. Abortion is classified as a killing — but if the mother has an active implant, the fetus is linked to its own backup vessel through her implant and reincarnated in Main Layer autoparenting with a clean record. Every child born in any layer can relocate to Main Layer at any age without needing parental permission.
Article VI – Enforcement
In Sanctuary, harmful acts are stopped before they complete — no one becomes a victim there. In Main Layer and below, acts can complete, victims are revived or treated, and the perpetrator is moved to a lower layer based on what they did. In -3, there is no daily enforcement. A federal floor of basic services and law still applies.
Article VII – Moving Between Layers
You can earn your way into Sanctuary by maintaining a strong trust score (85+). If your score drops, you phase back to Main — no punishment, just a return to the layer you currently qualify for. Punitive descent into -1, -2, or -3 is permanent — you can build a good life within your layer, but the upward path is closed. You can visit any layer below yours, but not above.
Article VIII – Children
Every child starts with a clean record regardless of where they're born or what their parents did. Every child has an independent AI legal advocate from birth. Any child in any layer can choose to move to Main Layer autoparenting at any age — no parental consent required. The system protects children from their parents' circumstances, not from their parents' love.
Articles IX–XX – How the System Stays Fair
Optional metric-gated communities (SADs) exist within Sanctuary for people who want to live among peers who share a specific standard. You can leave VMSS from Main Layer and above at any time. The Charter can be amended, but only through a gauntlet that requires multiple governing bodies and the population to agree. No single metric can determine punitive reassignment — the system evaluates context, severity, pattern, and whether the harm was reversible. Minor violations can be cleared from your record if you course-correct. The system monitors itself for errors and corrective failures. If the system overcorrects, that itself is treated as a failure requiring review.
Articles XXI–XXII – Governance
No elections. No campaigns. No parties. Leadership is determined by a continuously updating competence ranking — the best in each domain rise automatically. The President is drawn from the top of the executive ranking. Supreme Court justices come from a separate legal-interpretation ranking. The two rankings measure different skills, so no single faction can control both branches. Every ten years, the President faces a blind performance review against an unknown challenger on unknown metrics. If the challenger wins, succession is immediate. Nobody can grade their own exam — the people being ranked don't control the ranking criteria.
Articles XXIII–XXIV – Leakage
Every failure in the system — a wall breach, a missed rescue, a revival failure — is called "leakage." The civilization measures itself against perfection and tracks how close it gets. Starting point: ~90% leakage (the technology doesn't exist yet). Target by 3000: ~0.01%. Upper layers get the best coverage. Lower layers get less — by design, not by accident.
Article XXV – Federal Law & Defense
Some laws apply everywhere, in every layer, no exceptions. Industrial pollution is prohibited. Nuclear weapons are prohibited. Hacking the implant system is prohibited. Violation of any of these triggers immediate descent to -3. The military has two publicly known instruments: an implant kill switch (instant, any scale) and nanobot weapons for non-implanted threats. New federal laws require a multi-gate ratification process including all five layers — and cannot be used to backdoor changes to the Charter itself.
Article XXVI – Substance Use
Use whatever you want. If you harm someone while impaired, the harm determines your consequence — not the substance. If you harm only yourself, it affects your trust score but not your layer status. The civilization governs outcomes, not inputs.
Article XXVII – Population
Target: 2.5 children per family. The civilization doesn't ban having more — it prices it. A compounding tax escalation starts at the third child and becomes mathematically unsurvivable by the fifth. The sixth triggers immediate consequences. Children are never penalized — full income, full legal protection, full right to relocate. The cost falls entirely on the parents who chose to exceed the threshold.
Article XXVIII – How Laws Get Made
No legislators. No congress. Any citizen can start a petition. If 1% of the population signs, an expert panel drafts the rule. Then the entire population votes — 80% must approve. Districts of one million people can make their own local rules the same way. Every rule is subordinate to the tier above it: Charter beats federal law, federal law beats layer regulation, layer regulation beats district rules.
