Governance
VMSS is governed through a three-body structure: the President, the Meritboard, and the Supreme Court. No elections. Competence is measured, not campaigned for.
The President is the chief executive — drawn from the Meritboard, serving as head of state with executive authority over charter integrity and civilizational direction. A pre-designated deputy succeeds immediately upon departure. The President steps off the Meritboard upon assuming office to prevent concentration of legislative and executive authority in a single seat.
The Meritboard is the credentialing and deliberative body — 50 to 100 members spanning every critical discipline, selected through demonstrated measurable achievement evaluated by AI-assisted modeling. The same civilization that trusts STI to sort 10 billion people into layers trusts measurable achievement to sort its leadership. A superior candidate can replace an incumbent by outperforming them.
The Supreme Court holds judicial authority — 10 justices with jurisdiction over edge cases, charter interpretation, and constitutional disputes. The Court may authorize one-case, time-limited charter suspensions that auto-expire; perpetual suspension is treated as evidence that the charter itself requires formal amendment.
The charter evolves through scalable supermajority amendment — thresholds set by the three bodies according to the weight of the proposed change, not locked at a single ratio. Policies are stress-tested through simulation before adoption.
Economy
Universal Basic Income
The civilizational dividend of an automated economy — not welfare, but birthright. Scales with institutional benefit received:

Primary Job Subsidy — The Time Dividend
A supplementary payment matching UBI, available to citizens holding one qualifying job of 20+ hours per week of critical infrastructure work. Its primary purpose is time — 20 qualifying hours unlock the full subsidy, leaving the rest of the week for the citizen's own purposes. It is a labour allocation mechanism, not a moral judgment. Non-qualifying work is not prohibited or stigmatised.
Overtime Deterrent Protocol: Every hour beyond 20 costs the employer the weekly subsidy-indexed rate out of pocket — $125/hr in Main Layer. Without this, employers could demand 40–80 hour weeks and nullify the time dividend.
Sociopolitical Gradient & Taxation
The economic character of each layer matches its institutional reality. Upper layers are highly socialised. Middle layers are hybrid economies. The terminal layer is a capitalist frontier. Progressive taxation applies across all layers, scaled proportionally to institutional benefit received. The cascade halves at each layer descent, reflecting the halving of institutional presence:

UBI and PJS payments are untaxed in every layer — these are civilizational dividends, not income. Taxation applies to earned income above UBI and PJS: capital gains, business revenue, private enterprise profits, and high-income employment. The SCM operates as the primary instrument against wealth concentration. The tax collects revenue. The SCM prevents hoarding. Two instruments, two functions.
The 70% upper-bracket rate permits a genuine elite wealth market. High earners retain enough after-tax income to sustain luxury consumption — property, vehicles, patronage, entertainment. The aspirational economy creates demand and cultural texture that confiscatory rates would destroy. The SCM ensures this wealth circulates rather than compounds into dynastic concentration. The elite market is real. Dynastic hoarding is structurally impossible.
Currency Siloing
+1 Sanctuary and Main Layer share a common currency. -1, -2, and -3 each maintain separate, non-convertible currencies. Wealth accumulated in a lower layer stays there. Wealth from above cannot be transferred down. VMSS currency is also inconvertible externally — it does not circulate outside the civilisation's borders. International trade is goods-based. Visitors to lower layers arrive economically neutral — participation requires earning local currency through work or receiving it from residents.
Savings Circulation Mandate
The trigger is district-aggregate, not personal: when total savings across a district of ~1 million citizens reaches $100 billion in Main/Sanctuary, a 10% monthly garnishing activates uniformly — no floor, no exemptions. A citizen holding $10,000 is garnished in the same cycle as a citizen holding $10 million. Self-correcting: at $10,000/month UBI, equilibrium sits at exactly $100k. Citizens below accumulate; citizens above deflate. Scaled equivalents apply in -1 ($50B district trigger, 5%) and -2/-3 (UBI-origin savings only). All garnished funds return to the Automation Dividend Treasury as UBI. Each cycle is self-terminating.
Population Sustainability
Civilizational replenishment target: 2.5 children per family. Every child receives full untaxed UBI regardless of family size. The penalty falls entirely on parents through comprehensive tax escalation compounding at 50% per child beyond threshold. The third child is expensive. The fourth is severe. The fifth — at 135% effective taxation — is mathematically unsurvivable. The sixth triggers immediate bankruptcy, full STI financial misconduct flag, and -1 reassignment.
Tax escalation applies in +1, Main, and -1. In -2 and -3, no reproductive tax penalty is imposed — consistent with institutional withdrawal. Children born in any layer retain the right to relocate to Main Layer autoparenting. If coordinated reproduction in -3 produces a UBI drain at scale, the Main Layer treasury levies the cost from the -3 treasury, which passes it to -3 corporations through emergency tax escalation. Enforcement
Pre-Intervention
Active in +1 Sanctuary and all SADs only. The Threshold Inhibition Protocol halts harmful acts before they complete. Neural inhibition, nano-sedation, and drone countermeasures trigger instantly on detected intent plus imminent execution. No harm completes in Heaven. Perpetrator is reassigned immediately.
Post-Intervention
Active in Main Layer (0) and -1/-2. Harmful acts may complete if warnings are overridden. Victims are restored — murder victims revived in backup vessels at full fidelity with a small layer-dependent probability of revival failure (binary outcome: full restoration or permanent death, no degraded state). Other victims treated via automated therapy. Perpetrators face immediate layer reassignment based on severity. The implant record is irrefutable. Reassignment seals the ceiling, not the floor. Layer reassignment is categorical: the same offense produces the same consequence classification regardless of district, circumstance, or sympathy. No courtroom, no plea bargain, no judicial discretion.
Enforcement is not punishment. It is consequence made observable and unavoidable.
Individual Attribution: VMSS does not need corporate personhood. The implant ledger attributes every decision to the individual who made it. A CEO who orders harm, a board that approves it, a middle manager who executes it — each carries their own ledger entry. The entity is a coordination structure. The humans inside it are the accountable actors. Network attribution (Article XVIII) tracks statistical correlation between harmful outcomes and beneficiary patterns, ensuring that architects of harm accumulate the full aggregate profile regardless of how many intermediaries separate them from the act.
AI Governance & Ecological Central Planning: Real-time AI monitoring of ecological systems, resource flows, and biodiversity — with regulatory teeth. Threshold breaches trigger automatic enforcement. This is centralized planning. The civilization owns that term honestly. The planning is centralized. The consent is distributed — every regulation that gives the AI enforcement authority was petition-driven, expert-drafted, and ratified by 80% of the affected population through Article XXVIII. The population chose the constraints. The AI executes them.
The Main→-1 Threshold: The boundary between Main Layer and -1 is categorical, not a continuum. Minor infractions are handled within Main Layer through STI impact, fines, and social consequence — they are clearable and amendable. The threshold into -1 requires either a single qualifying event of sufficient severity (conduct that would result in incarceration — a DUI, an assault, meaningful fraud) or an unremediable pattern of accumulation without correction. Correction resets the trajectory.
Visitor Breach: Triggers standard severity-based reassignment. The layer visited does not determine the consequence — the offense does. A Sanctuary resident committing a -1-level offense while visiting -2 is reassigned to -1, not locked in -2. Visiting status does not insulate a citizen from reassignment, but it does not inflate the consequence either.
-3 Terminal: Minimal institutional presence. No daily enforcement, no revival. Permanent reassignment with no upward path.
Social Trust Index (STI)
A continuous behavioral reliability score maintained for every citizen. Tracks non-criminal conduct: honesty in disputes, contract reliability, harassment patterns, relational breaches. Minor violations remain private. Major violations are logged to a public ledger.
STI does not directly trigger physical enforcement — that distinction is fundamental. It gates access to Trust Threshold Domains, SADs, and high-trust opportunities. It makes trust legible rather than assumed. Trust recovery operates at a 10:1 penalty-to-recovery ratio — rebuilding trust requires approximately ten times the sustained positive conduct that the violation cost. The system operates on two distinct tracks: the STI for social trust violations, and a separate criminal record log for hard behavioral flags. Both travel with every resident across layer boundaries.
Federal Law
VMSS withdraws institutional governance from lower layers. It does not surrender civilizational sovereignty. Federal laws apply across all five rings without exception — their violation produces externalities that cross layer boundaries or threaten the architecture of the civilization itself.
Clean Energy Mandate
Industrial-scale pollution prohibited across all layers. Personal combustion permitted with demonstrable self-cleanup compliance. Industrial operations that cannot meet the standard are prohibited regardless of layer placement.
Nuclear Weapons Prohibition
Absolute across all layers. Manufacture, assembly, or possession triggers immediate reassignment to -3 Terminal. Continued pursuit in -3 is handled by private justice — the population has direct incentive to respond harshly.
Implant & Institutional Hacking
Development or deployment of techniques capable of compromising implants or VMSS institutional systems strictly prohibited. Same consequence pathway as nuclear weapons violation.
Genetic Diversity Monitoring
Real-time biodiversity tracking at the genetic level across all layers — population counts, species distribution, and genetic variance monitored continuously. Threshold breaches trigger automatic regulatory response. Federal mandate: no layer's autonomy overrides ecological preservation.
Law Enforcement Track
For regulatory violations. Local private enforcement first, escalating through -2, -1, Main Layer, up to +1 Sanctuary for maximum resources. Graduated, proportional, temporary. Upper layer enforcement enters, resolves, and withdraws.
National Defense Track
For organised sovereign threats that exceed law enforcement capacity. Full military deployment — no graduated ladder. Overwhelming by design. Temporary by doctrine. VMSS withdraws when the threat is neutralised.
Military Capability
The military capability of a civilization at VMSS's technological level does not resemble conventional warfare. Two primary instruments are publicly acknowledged. Operational specifics are classified.
Implant Kill Switch
Hardware-level, accessible only through national military command authority. Instantaneous. Simultaneous at any scale. No collateral damage, no emissions. Publicly acknowledged as a deterrent. Activation protocols classified.
Nanobot Neutralisation Plumes
Classified technology for non-implanted threats. Intelligent targeting, near-instant lethality, minimal emissions. Each capsule capable of neutralising thousands. Closes the primary evasion vector — removing an implant to evade the kill switch enters this instrument's envelope instead.
