Governance
VMSS is governed through a three-body structure: the President, the Meritboard, and the Supreme Court. No elections. Competence is measured, not campaigned for.
The President is drawn from the top of the Meritboard's executive ranking. Appoints Supreme Court justices from a separate legal ranking. Steps off the ranking upon taking office. A deputy is pre-designated for immediate succession. Every ten years, a blind performance review challenges the President against an unknown competitor on unknown metrics.
The Meritboard is a continuously updating competence ranking — not a fixed body. The best in each domain rise automatically. Different roles draw from different sub-rankings, so no faction can control both the executive and the judiciary.
The Supreme Court has 10 justices drawn from the legal-interpretation ranking. It only handles genuine edge cases — if existing rules already answer the question, the case is automatically rejected. Every ruling becomes permanent precedent.
The Charter can be amended, but only through a multi-gate process requiring the Meritboard, the Court, the Sanctuary population, Main Layer, and the President to all agree in sequence.
Economy
Universal Basic Income
The civilizational dividend of an automated economy — not welfare, but birthright. Scales with institutional benefit received:

Primary Job Subsidy
Work 20 hours a week at a qualifying job and your income doubles — the subsidy matches your UBI. The real purpose is time: 20 hours gets you the full bonus, and the rest of the week is yours. Employers who want more than 20 hours pay $125/hr per extra hour out of their own pocket, so most don't ask.
Taxation
Taxes scale with how much institutional support your layer provides. Upper layers pay more because they receive more. UBI and job subsidies are never taxed.

Rich people can still be rich — the 70% rate leaves enough for luxury. But a separate savings mechanism (below) prevents anyone from hoarding wealth into a dynasty.
Currency Siloing
Each lower layer has its own currency that can't be converted up or down. Sanctuary and Main share one currency. Money earned in -3 stays in -3. Visitors arrive with nothing — you have to earn local currency to participate.
Savings Circulation Mandate
When total savings across a district of ~1 million people reaches $100 billion, a 10% monthly garnish activates for everyone — no exceptions. This prevents extreme wealth hoarding while letting people accumulate normal savings. At $10,000/month UBI, the system naturally balances around $100,000 per person. All garnished funds go back into UBI. Lower layers have proportionally lower triggers. The cycle stops automatically when savings drop below threshold.
Population Sustainability
Target: 2.5 children per family. The civilization doesn't ban having more — it prices it. A compounding tax starts at the third child and becomes unsurvivable by the fifth. The sixth triggers immediate bankruptcy and descent. Children are never penalized — full UBI, full rights, full protection. The cost falls entirely on the parents. Details in Article XXVII.
Enforcement
Pre-Intervention
Active in Sanctuary only. The system detects when someone is about to cause harm and stops them physically before the act completes. No one becomes a victim in Sanctuary. The perpetrator is moved to a lower layer immediately.
Post-Intervention
Active in Main Layer and below. Harmful acts can happen — the system responds afterward. Victims are revived or healed. Perpetrators are moved to a lower layer based on what they did. No trial, no jury, no plea bargain. The implant recorded what happened. Consequence is immediate and permanent.
Enforcement is not punishment. It is consequence made observable and unavoidable.
No hiding behind a company. The system tracks individuals, not corporations. A CEO who orders harm carries their own record — so does every person in the decision chain. If someone consistently benefits from harm committed by others, the system connects the dots.
What gets you sent to -1? Either a single serious offense (assault, significant fraud, DUI causing injury) or an ongoing pattern of smaller violations you never corrected. Minor mistakes can be cleared from your record if you change course. The threshold is a line, not a slope.
Visiting a lower layer? The offense determines your consequence — not the layer you're standing in. A Sanctuary resident who assaults someone in -2 gets evaluated against Sanctuary standards.
Social Trust Index (STI)
A trust score for every citizen — like a credit score, but for behavior instead of debt. It tracks things like honesty, reliability, and how you treat people. Minor issues stay private. Serious ones go public. Your thoughts are never part of it — only your actions.
STI doesn't get you arrested or reassigned on its own — it determines which opportunities and communities are open to you. Rebuilding trust after a violation takes about ten times longer than losing it. The system also keeps a separate criminal record for serious offenses. Both follow you across layers.
Federal Law
VMSS withdraws institutional governance from lower layers. It does not surrender civilizational sovereignty. Federal laws apply across all five rings without exception — their violation produces externalities that cross layer boundaries or threaten the architecture of the civilization itself.
Clean Energy Mandate
Industrial-scale pollution prohibited across all layers. Personal combustion permitted with demonstrable self-cleanup compliance. Industrial operations that cannot meet the standard are prohibited regardless of layer placement.
Nuclear Weapons Prohibition
Absolute across all layers. Manufacture, assembly, or possession triggers immediate reassignment to -3 Terminal. Continued pursuit in -3 is handled by private justice — the population has direct incentive to respond harshly.
Implant & Institutional Hacking
Development or deployment of techniques capable of compromising implants or VMSS institutional systems strictly prohibited. Same consequence pathway as nuclear weapons violation.
Genetic Diversity Monitoring
Real-time biodiversity tracking at the genetic level across all layers — population counts, species distribution, and genetic variance monitored continuously. Threshold breaches trigger automatic regulatory response. Federal mandate: no layer's autonomy overrides ecological preservation.
Law Enforcement Track
For regulatory violations. Local private enforcement first, escalating through -2, -1, Main Layer, up to +1 Sanctuary for maximum resources. Graduated, proportional, temporary. Upper layer enforcement enters, resolves, and withdraws.
National Defense Track
For organized sovereign threats that exceed law enforcement capacity. Full military deployment — no graduated ladder. Overwhelming by design. Temporary by doctrine. VMSS withdraws when the threat is neutralised.
Military Capability
The military capability of a civilization at VMSS's technological level does not resemble conventional warfare. Two primary instruments are publicly acknowledged. Operational specifics are classified.
Implant Kill Switch
Hardware-level, accessible only through national military command authority. Instantaneous. Simultaneous at any scale. No collateral damage, no emissions. Publicly acknowledged as a deterrent. Activation protocols classified.
Nanobot Neutralisation Plumes
Classified technology for non-implanted threats. Intelligent targeting, near-instant lethality, minimal emissions. Each capsule capable of neutralising thousands. Closes the primary evasion vector — removing an implant to evade the kill switch enters this instrument's envelope instead.
