The Five Rings
Five distinct civilizational environments — not a hierarchy of suffering, but a hierarchy of institutional investment. Each layer is complete on its own terms.
As institutional presence withdraws with descent, private enterprise and organic social order expand to fill the space. The higher the layer, the more VMSS maintains on your behalf. The lower the layer, the more that space is filled by private institutions and individual capability. Cross-layer visitation flows downward — citizens may visit layers below their placement, arriving economically neutral in the destination environment.
Lower layers are less regulated, not more bad. Private enterprise, voluntary communities, and organic social order fill the space that institutions vacate — and a mixed population of penalised residents, voluntary descenders, and visitors from above gives each layer a social identity far richer than a penal colony.

Informal name: The Heaven Layer
The highest-trust environment. Harm is stopped before it completes — the Threshold Inhibition Protocol halts acts mid-execution via neural inhibition and drone countermeasures. Residents have earned placement through sustained verified non-harmful conduct. The result is an environment defined not by the absence of freedom, but by the absence of threat.

Where every citizen begins. The largest ring by population — the density, energy, and variety of a civilization at full human scale. Harmful acts can complete before intervention, which is what makes the choices here real. Full economic support, full personal autonomy, and full access to VMSS technologies. This is where moral character is demonstrated, not assumed.
UBI + Primary Job Subsidy. Shared currency with Sanctuary. Highly socialised, post-scarcity.
Post-intervention. Acts may complete. Victims restored via backup vessel. Perpetrators reassigned immediately.
Upward to Sanctuary via sustained compliance. Downward via breach or voluntary choice. All movement is permanent for punitive descent.

Informal name: The Balanced Layer
The first layer of consequence — for chronic low-harm violations, fraud, harassment, and repeated antisocial conduct that falls short of predatory harm. Life remains materially stable. What changes is the texture: reduced UBI, thinner institutional coverage, and a contracted social trust environment. The population is mixed: penalised residents alongside voluntary descenders and visitors from above. Punitive reassignment is permanent.

Post-intervention. Logging only, no preemptive protection. Revival serviced via VMSS satellite installation.
Punitive reassignment is permanent. STI improvement determines local standing and access within the layer, not return to a higher layer.
-2 Violent Offense
Informal name: The Lower Restrictions Layer
For citizens who have committed serious predatory harm — but also voluntary residents who chose -2 for its hybrid economic character. The institutional safety net has substantially withdrawn; private security, private justice, and organic community hierarchy fill the void. Punitive reassignment here is permanent. Life, commerce, and genuine social order continue on the layer's own terms.

Post-intervention, logging only. Murder triggers immediate -3 reassignment. Revival via VMSS satellite installation.
Private security, territorial hierarchy, organic community. Public ledger follows every resident — the voluntary population builds a premium environment distinct from the punitive.
-3 Terminal
Informal name: The Freedom Layer
The final ring. Minimal VMSS institutional presence — a federal floor of UBI, taxation, and federal law enforcement, with daily governance withdrawn. No revival infrastructure. Death is final — the implant severs the backup vessel link programmatically at terminal reassignment, enforced at the hardware level. A meaningful portion of -3 residents chose to be there — voluntary libertarian residents who prefer maximum freedom over institutional protection. The layer stratifies organically. What VMSS doesn't design, human social physics produces on its own.
Minimal UBI. Earth-like capitalism — equity markets, speculation, private banking. Own siloed currency.
None from VMSS. Private institutions fill the void. The public ledger travels with every resident — private communities use it to make their own decisions.
Severed at arrival. No VMSS fabrication satellite present. Death is final without exception. Bailout options unavailable.
